No! There is a big difference between shielding needed to block EMF vs. ionizing radiation such as alpha, beta. gamma, x-ray radiation.

Q: If I put my phone inside the case, would a scanner checking all layers detect my phone?

Hard to say, however going through security my bag was manually checked. I had the case, empty, in my bag. The inspector told me they couldn't see through the case. So anecdotal evidence only.
