I would think you could. I am in zone 7b, & just planted some of mine that I started in pots during the summer - 2 days ago. To be safe I would contact the grower. Once you get them going you will love them. I just harvested mine & got loads to hang & dry. I have also made Comfrey infused olive oil to later make a salve from. Sorry, I can't stop singing the praises for Comfrey!

Is this kind of comfrey native to coastal Pacific NW?

No, this is a hybrid comfrey. It was developed in the late 1940's in Bocking England. It is a sterile form of comfrey, so the seeds won't spread and become invasive in your yard. Since there are no viable seeds for Bocking-14 comfrey, it is only propagated through root cuttings.

can I plant these in July in zone 7b?

I don't know the answer. My experience has been very good, the plants have been hardy. I am in central Tx, they survived the freeze and the heat.
