Does this fit a 510 thread?

Its a long time since i had one of these but i seem to remember it came with an adaptor so you could use any tank on it.Personally i think there are better stick batteries out there as this is a very old model.

How do I charge this charger as it came with no charger lead?

You have to buy a charging cable, which you can either plug into a PC or buy a special mains adaptor plug. Both are very cheap.
