If lying flat on table. and looking at it from input side. which side is hv output located?

The high voltage side has two same colored wires they are red wires . The other side has a red and a green wire that's your positive in your ground.

Could have done a better job of sealing those red wires, eh?

Mine were sealed fairly well but I can understand how one or two sub par units could slip through quality control.

Can it be used to make an electrostatic precipitator?

I’m not sure it would supply sufficient current although you wouldn’t need much. This device will pulse positive DC in a square way resembling AC but it isn’t so if you presented a large enough ground plane you could theoretically remove particulates by charging the gas/particles dc positive and collect them on your ground dc negative plane. Similar to those “ionic” air filters. I’d go for something a tad stronger(more current)for the desired effect 1 or 2 amps should do it
