Q: Is the red and black version the 2018 upgraded version?

All of our chair on the Amazon has been upgarded. The material and the construction of the part has been improved.

Q: Do the arm rests have cushions?

Not really. They are semi-contoured but just plastic. No cushion at all

Q: Does the "leather" peel over time like other chairs do?

I had mine for a little over a year and it didn't peel at all. The base is not very strong though, one of the sockets that holds the wheel in place split.
