I couldn’t wait to try this adorable little elf outfit/ costume on my daughter. It indeed is a complete outfit with a light up dress (takes 3 AAA batteries, not included), black elastic belt with gold buckle, knee high striped socks, shoe covers and a little hat. The dress is averaged sized but the belt was snug on my daughter’s tiny waist. The belt is strong elastic so it will stretch but if it’s tight it’s uncomfortable. For reference I got the size 9-11 for my tall skinny 9 year old. Upper section of the dress is a felt fabric with a Velcro closure at the back of the neck. The skirt part is a silky fabric that is lined underneath. Pretty standard as you would expect in terms of quality. Looks great on my daughter, she will wear it while delivering presents on Christmas Eve.

Our 5 yr old is taller than most kids in her class. But this fits her extremely well, with a tad bit of room to grow. Putting it on can be a chore if you have a bigger headed kid. She is usually fairly sensitive to costumes. But the materials used on this elf outfit are comfortable and didn't give her any itches. We are getting ourselves costumes for Christmas photos. The lights use 3 AAA batteries. We used lower capacity rechargeable AAA and the lights work fine.
