The length of the grip is approximately 6" tall. The cord at the end is the "safety cord". When playing you are supposed to insert your hand through it to secure the paddle in case you lose your hold on the paddle. The cord prevents it from flying off and possibly inuring someone. A function comparison would be the cord on a boogie board/surfboard that you wear on your wrist so the board stays close even if you wipe out.
