We use them as a packing tool to fill the cone.

Not sure, it has been a while since I purchased this brand. I believe they are made in USA. If not then over seas, maybe China? If seller does not mention, you can ask. Hope this helps.

If you’ve ordered recently, did you get the full 36 cones? I see a couple reviews/questions that say they only got 18.
