Can you connect this to a pvc pipe? do you sell an attachment?

you can connect it with a rubber connector. the size for the pipe is 2" so you will need a rubber connector that starts with 2" and then attaches to whatever size your pvc pipe is. do not buy a larger size pipe connector because it will not hold it. hope this helps

Will this work on a street drain inlet. so that I can level the ground for grass?

No, it is not designed to have load on it but catch the rain spout flow.

It does not have a end cap. However, the catch basin has a removeable drain grate.
