the weight is in both the front and the back. If only on one side it would slide to the weighted side and create discomfort.

Will it stay in place while jump roping, or will it bounce up and down on my shoulders?

To answer your question, I adjusted my vest as tight as possible and did a few jumping jacks. With my small frame, the vest still moved quite a bit. If I were wearing a thick sweatshirt, or two, it could possibly stay in place.
