A dog whistle should be virtually inaudible to the human ear. This is very loud!

It's not ultrasonic
It is the first whistle that comes up in an ultrasonic whistle search, it's definitely not and is just a loud whistle that seems to annoy dogs more than anything else.

Does not work as intended
Does not work as intended is just a regular whistle. No high pitched sound that can be heard only by dogs.
