When the lock is triggered to open, why does one latch open and the other does not??

That was the issue with the old strike I replaced- both latches have their own solenoids & one of the solenoids failed. If you are having this issue with a new strike, it possibly could be defective. You might also want to measure your voltage and make sure your door controller is putting out enough to energize both solenoids.

Is this normally locked or unlocked if there is no power

No (as of September 3rd 2018), the picture shows the previous design. I received the updated design with more curved lines. Still fundamentally the same product just updated.
