Does this keep items inside dry / waterproof?

Yes. I use it for storage of kids toys on my patio. Nice and dry.

Assuming this gets very hot inside, if kept out in the sun?

Mine are inside a screened in patio. I keep my gardening boots in one with odds and ends and bubble stuff in the other for my grandchildren. What I will say is that the one with the bubbles in it is close to the edge of the patio and gets sun. I had a plant on top of it initially but the wind kept knocking the plant over. A section of top of the container is faded now. From the sun hitting it or from the plant is unknown.
