Q: what is the weight rating?

Not sure but they hold sport bottles and sport bags up on fences

Q: How big is the opening? Can it be used to hook on 20 mm square bar?

The opening in my measurement is 18mm at the widest point.

Q: Will the fit over a 1 inch pipe?

It should. I use one of them to keep a bench closed and the bracket is over an inch wide.

Q: Could these be used for dog leashes?

They could, but I wouldn't recommend using these for a dog leash. These are not heavy duty and do not hold up to frequent wear and tear. I use these for clipping things to bags, nets, and such in a semi truck and for our shower bags. After a brief time they wear out. These also are not rated for much weight. I would search for heavy duty such as a climbing rated caribeaner. Also, for a leash, I would highly recommend one with a lock. Those round pieces you can screw to prevent it from opening. I've had many dogs suddenly get free of leashes with the normal caribeaner that don't have the lock. Fine for my trained dogs that work off leash, but never any dogs I was training or rehabbing or any foster dogs I had. Just not safe without a lock. Good luck. These particular ones here tho I use for clipping a treat bag to a walking belt and for hanging my poop bag dispenser and hand sanitizer to the belt.
