It’s rope!
What can I say…it’s exactly as described and looks in the photo! We have two cats who adore this one kitty tower and have destroyed the bottom scratcher. I didn’t want to get rid of it as they love lounging in it, so this was a great way to spruce it up. I wasn’t sure how to secure it so I took an industrial stapler tool and used 1” staples to adhere it to the post. Worked like a charm.
