Q: Can it be used to make face powder?

I'm not sure what u mean, but the product is cocoa powder.

Q: does this dissolve easily in hot water?

Not very well. I use boiling hot water and I add sugar when making hot cocoa. I also mix 1/2 Scharff with half Hershey's cocoa, which may or may not help it to mix...but tastes delicious!

Q: does this contain any powdered milk or any of the awful things in swiss milk?

This is what it says on the can. "Nothing is added to our exceptional cocoa - no milk or alkali (the chemical in Dutch-process cocoa)".
