Q: Are these supposed to lock at the bottom to keep it securely closed? Mine doesn't and the wind lifts it and blows snow and dirt into the box.

Mine locks securely. You might try to bend it towards you as you close it to get it over the patch on your outlet box. If your outlet box is damaged it could be missing the latch.

Q: is the white bright white or off white? I am hoping for off white.

more off white than bright white.
