Is there a belt clip on the backside?

Yes,there is belt clip on the back of this product.

I would assume in America. DeWalt is a very reliable brand of tool. I made a review of this product years ago and I still use this knife all the time and it's in great condition.

Does the blade lock in the extended position?

It does lock. But if you apply much pressure to the blade it retracts back into the closed position

will it fold with the blade fully extended?

No.. If I recall correctly, you need to retract before folding. Also, be sure to keep blade from oxidation, as that darn thing will get stuck. If in heavy use and replacing blade regularly, this is not a concern however.
