What size is best for someone who is 5’6 in height

You can't get specific inseam lengths. Go to the Champion site, search for Style P7309. Click on the "Size Guide" to see what inseam length goes with what waist size. You may have to roll or tack the cuffs up.

Where is the size chart located? I can’t find it

It is just on the right side of window you choose size. Is is named "Size chart". Do these have a covered waistband on the inside?

There is a waistband. It is not covered, but it is sewn in with 6 seams . It is invisible on the front, and is one of the better waistbands that I have had. It does not roll over as much as the others i have had.
