My skin is extremely oily and my upper eyelid is too heavy, so my pencil and khol eyeliner always transfer. Would this help to keep eyeliner in place

No, this only helps to thin down the consistency of a gel liner. You need to use a good eyeshadow base for your eye, use a skin color shadow to absorb the oil, then use your shadows of choice. Then for your eyeliner, apply your liner and set it with a very dark black eyeshadow. That way it will not transfer on your lid. If you have a hooded eye, then refrain from applying your liner thick. Keep it close to your lashes only.

Can this be used to make lip gloss?

In my opinion you would want to use something more hydrating to produce a gloss because this product will not leave you with a glossy finish. However, if you are trying to mix a powder pigment like an eyeshadow and use it as a medium for that you certainly can do it but you will want to apply some kind of gloss like Mac Lipglass Clear on top or some other transparent lip gloss. This product is most beneficial (in my opinion) for reviving gel eyeliners that are too dry or brow pomade that is drying up. For that purpose this product works like a charm. You can also use this with eyeshadow to create a liquid eyeliner. Hope that helps.

Can I mix it with eyeshadows and create lipsticks?

I’d recommend the Mehorn Mixing Medium to use shadow as lipstick, not Duraline. The good news is that Mehorn is about half the price for more product.
