No sweets were inside, just stuffed with papers and junk

Nothing like true Motichur Laddu
Taste wise OK . No packing is required for individual Laddus. If you compare Motichur Laddu of Chitale Bros Pune it will be 70:30 ( Chitale rated at 70 against 30 of Haldiram's in all categories - Taste, Size, Price, etc
