Q: Will a 9 inch tall pad fit in this bag?

Yes it will. I measured a notebook 9 inches it fit smoothly in backpack with extra room.

Q: Would this be sufficient for a toddler? We are trying to transition from a diaper bag.

i think it will be but there are not enough compartments to separate things in. It would hold a outfit or 2, pull ups, a sippy cup and some snacks, the front pocket would hold maybe be a cell phone and maybe a small wallet. I hope that helps. I bought mine for my daughter to use in her field trip. She had a camera extra film a journal 22oz water bottle bug spray and sun block. Good luck 🍀
