Q: The add says it twirls but it looks like plastic. Does the bottom twirl to select the ties?

It does - the hook section snaps into the hanger section, so there is freedom to twirl. However the snap comes loose from the weight when the hanger is filled with ties

Q: Could you use this to hang spaghetti strap tank tops?

It's really no good of hanging ties.

Q: Do the ties slip off easily? Or do I need to put those traction stickers on the arms? Thank you!
