Q: How much does it affect your electric bill

Basically all space heaters use the same amount of electricity when producing the same amount of heat. They all affect your power bill. It depends on how many hours used daily.

Q: Can you keep this heater on at all times?

I don't know. I never leave the heater on unattended. It's not safe

Q: when it reaches set temp does the fan also shut off with the heat?

The temp control is a basic timer that you are adjusting the time between the fan and heat together comming on for a period of time. The higher the temp you wish the longer the time the heater and fan are on, and the shorter time between cycles. It work great for a room, and we use one in our camper. We use ours on the hearth in our living room, and found we saved a bunch on our gas bill this last winter. We kept the home system running, it just came on less often.
