The description says 5% to 100% dimming. Does this mean they go down all the way down to 5% OR just a 5% dim?

That’s a good one. Just a poor translation from Chinese. Which is typical. The lights are very bright at 100%. They will dim down to 5% output. That is barely visible and could only be seen in almost totally dark condition. I am very happy with these lights.
