Yes it does come with a chlorine floater. I use the bestway clear water pack as well. Putting the chlorine granules into the floater daily, foam remover once or twice a week, depending on how much we have used the spa and ph+ or - as and when required

Yes, the inside of the spa is white, the outer is brown as in the picture.
