Q: how would this work with patio doors? not a single door.

This is intended more for single doors. I don't think it will work too great with patio doors

Yes, it comes with the tape and velcro. You have to attach everything separately. I strongly recommend wiping down surfaces with alcohol first to remove any trace of dirt or oil. The first time I tried it, I liked the way it worked and looked but the tape that holds the velcro came down within a day. So am trying it again. I may use white thumbtacks because I like everything else about the product. I live in a rental but if not for that, I would permanently attach the velcro strips to the door frames.

Q: Can you hang it with a tension rod?

It would have to be a DIY project. The mesh borders have nothing on the seams to put anything through , or holes to trap the corners with a tension rod .
