Q: Do Derwent Charcoal Pencils work well in conjunction with wax, or oil based, coloured pencils on textured cartridge paper?

never used them with wax or oil - coloured pencils and textured paper I would say they work well well - but I would argue they are great to use in their own right. They helped me get that charcoal look but with more control than using just a charcoal stick.

Q: Anyone know how to sharpen theses?

I use a craft knife (scalpel) - but please do be very careful with this, if you try it - always angle the knife away from you as you use it and your fingers away from the blade. You can also try one of those double sharpeners with the large-hole option. And to get a good point, you can rub the charcoal against some sandpaper or one of those sandpaper nail files. Good luck.
