Do weeds or grass grow through this?

Not through, But grows pretty aggressively around it and, if you leave it installed long enough (Years) it will collect dirt and things will start to grow in that. I've used it for many years and now it is time to replace it. I strongly suggest killing everything underneath it before you lay it down.
