How long are the turn off handles?

The shut offs are nice size, maybe 3/4 to an1inch long. These look really good and made pretty durable. Comes with extra rubber washers and plumbing tape. But I ordered two and each one leaked at the turn shut off valve. Was disappointed, because they really looks great and seemed very durable. I ended up returning them and ordered the brass similar item. Had the bass ones for several months and not an issue! I use them daily.

Can this be used on an indoor utility sink faucet for hot and cold water?

You can use it for either hot or cold water, but not both. This is a splitter that splits a single feed line into two outputs.

Should the 2 additional rubber washers go in each hose or are the replacements for the spigot to spigot end?

The additional rubber washers should be used to tighten the body of the hose splitters to prevent undesired leaks. The washers may have a difference in thickness; however, ensure that there is sufficient thread remaining for a good fit. Also, check to see if daylight is seen through the body when the switches are open and no light when the levers are closed, otherwise there may be problems with continuous water flow instead of being cut off. After attaching to my Spicket, it leaks below the threads but above the hose shut offs. Any way to fix this?

I have not seen that before. Make sure there is a rubber washer inside the threaded part. If it still leaks it may be defective.
