Horrible quality control
When your product is just a piece of metal with holes drilled in it, you would think that your quality control process might be able to catch the fact that 26 holes are improperly drilled and don't go all the way through the metal. Maybe if it was 27 holes, somebody might have noticed. After 3 drill bits and some quality time with my drill press, all the holes are now correctly drilled, and the product is functional. That said, it was not advertised as "some assembly required".
