Q: Would this work for rescuing hummingbirds or would they be able to get out of the ventilation holes?

I think it would work fine. My cockatiel loves the carrier, he is able to see everything. The carrier is well made and a blessing when he needs it to go to the vet.

Q: Will this hold two cockatiels?

I have one green cheek conure. It fits him nicely. It may fit two tiels ( I had them for 30 years) but would be snug as far as being able to turn around while perched.

Q: Will this be enough room for an Indian Ringneck?

It should. I have a cockatiel and it still has a lot more room for a bigger bird. Look at the deme specs/ measurements in their add and decide off that.

Q: Hi, does it have a loop on top to hang a toy?

There isn’t but you may be able to hang a toy from the air holes in the top.
