Are both sides of the lid supposed to lock? Currently only one side of mine has a locking mechanism leaving the other side to move freely.

Line up the red tabs at the same side and it will lock. I hope this helps

how many 1litre Kilner or Le Parfait canning jars fit into the bottom of this pressure cooker?

Hi, I haven’t used those make jars in that size but I have used jars that are 1050ml and got a single layer of seven jars.

Is it a canner or a cooker? The manual makes no mention or instructions on pressure canning.

It cooks the food in the canning jars, it is not a pressure cooker. You can the food and just put on a shelf I like to batch cook, so whenever I want a chilli, and time is short just take jar of the shelf and heat, its brilliant.
