Underpowered Power Supply Unit
A 400W power supply is simply nowhere near good enough. NVidia say you need a 600W PSU for a system containing a 770 GTX. The graphics card alone takes 230W. That's likely to blow the PSU which makes the unit unsafe IMHO and definitely not suitable for sale.
