Can this paint be painted directly to the plastic without a primer?

I believe you could. But I have found that the paints give a better finish when applied on top of a primer. I guess also it depends on the wear the item you want to paint will receive.

Can this be used to paint clear plastic action figure stands....?

Hi - not sure what your referring to -but this is an enamel laquer that dries clear and will give a semi-gloss appearance to painted surfaces , so it is purely to protect the surface and to perhaps add a bit of shine to otherwise matt colours . Its only -semi gloss though so think silk paint in terms of household paint as an example .
