Q: Is the height measurement to the shoulders or the top of the head?

When I bought this for my granddaughter I went according to her height which was 36 inches. It fit her perfectly.

Q: My daughter is 2.5 yrs old but her height is 3'6" (43.2") should I be going off her height? I'm worried a 7-8 would be too big?

I say just size up. If it’s too big it’ll likely just be “long”. My daughter is a 7/8 and she’s a slim girl. True to size in just clothing. And this costume was pretty snug on her. So if your baby is a 3T I’d say 4T. If she’s a 5/6 I’d say a 7/8 for sure. As I mentioned my daughter is slim and it was snug
