For front of /) b/grate to keep coal in

It goes at back of grate - not the front!

I ordered the 16inch yet the back plate says 9inch I'm guessing you've sent me the wrong size?

16 inch refers to the overall grate size which is narrower at the back, the side pieces are about an inch thick which narrows the back down to about nine inches that you have. The comments refer to the standard British grate, but there are several other sizes in use mainly in very old buildings.

does this need cemented in place or does it just fit in?

They just fit snugly at the back of the fire grate next the back of the fireplace, they can be easily removed when you need to clean out the ash and are available in 2 sizes.
