Fairly sure its not steel as it is quite soft, although these are good, and quite inexpensive they don't tend to last that long

Do you still need to wrap potato in foil to prevent burst skin?

I just pierce the skin of the potatoes a few times before baking them - I've never wrapped them in foil, and never had a potato burst. This is the same whether or not I'm using this potato baking rack.

Can I use on the gas hob to burn vegetables?

Don't see why not but be aware that the 'arms' close up quite easily or it tips over unless you have a vegetable on each of the 4 spikes. And it's metal so gets very hot.

Can you use this in a tandoor oven?

Not sure as it gets really hot!
