What would I need to mount this scope on my Winchester 250? I believe it has 11mm dovetail for mounting a scope.

Does the parallax knob actually allow travel below the 25 yard marking like some of their other scopes?

No the 3-15 ED scope focus down to 8-15 yards

How do you adjust the Zero stop? My elevation turret doesn't have the 4 screws like the wind age turret does. It only has the flat head.

Take off the chrome cap with a coin. once you sight in the scope and it is where you want it. pull up on the knob and torn it to your zero mark then push the knob back down to hold your mark. Then install the chrome cap. not too tight. just snug.
