Q: Do you have to use milk or can I put cold water then microwave?

I don't see why you can't use water, it would just be a bit thinner and not as nice. If you are allergic to milk you could use almond or rice milk. If you use water then just make it the same was. Put oats in bowl pour over liquid and microwave for 2 minutes. You can also make it in a saucepan, boil the liquid and then add the oats. It's really nice.

Q: Is it too sweet ? Wanted to make oats porridge for my baby thinking it was plain oats but was worried when i saw it had a sweet look to it ?.

The answer is in the product title it is golden syrup suggesting that there is some sort of underlying sweetness additive. I suggest a look around a food sore could find it on shelves wit a description of what is in it
