Q: Are the slots open all the way through for drainage?

Yes, the pieces of wood are open to allow for drainage. I'd also like to say this shelf is the best quality I've ever seen.

Q: What are the correct dimensions for this shelf? The description says 29" x 9" x 1.4" but the bottom image says 24" x 8" x 1.5"?

24" X 9" X 1 7/16" (1.4375" approximately 1.4")

Q: Does this possibly come in 30' wide?

The "brackets" are part of the shelf. All you need is screws to install it; I don't remember if those were included or not.
