I believe it can be used either way.

Q: will these fit in pioneer cs g403 16 in woofer spot?

Since this speaker is a inch smaller in diameter than yours and if you can't find a 16" speaker you'll probably have to fabricate a plastic, metal, or wooden ring with a 15" opening and the outermost diameter fitting in the recessed opening or perhaps 17" in diameter to allow you to screw or glue it on top of the opening of your speaker cabinet.

The measurement from the center of the hole diagonally to the center of the hole is 14.5"

Q: is this a suitable woofer for a bass guitar amplifier?

I replaced the woofer in my Leslie 723 organ speaker. It plays with a Hammond Colonnade organ and the bass sounds very good. A guitar, however, may not be suitable for a four ohm speaker.
