Locks into b vent pipe from Amerivent
They only carry the Amerivent universal cap at Home Depot. That one costs half as much, but is just a friction fit into the b vent pipe. I worried that it would work itself loose. I bought this one so that it can lock into the b vent.

Fit was perfect
Tornado ripped cap off hot water heater vent tube and this fit perfectly and with a nice snug fitting.

YEP, WIND MAY BE YOUR PROBLEM.
My new gas hot water heater's pilot kept going out. There seemed to be a correlation between out and windy days. Installed this cap and no more problems.
