Is it easy to flip the pedal to the clip side to allow you to clip in whilst on the move? Or does the balance of the pedal make it fiddly to do?

I find it quite easy to do although the pedal prefers the clip side up. It usually only one foot down as I keep the other one on the pedal if I stop.

Are the SH51 cleats included with this pedal

Mine came with SM-SH56, but as I already has SM-SH51 fitted to my shoes I didn't bother to change. Works fine with the SM-SH51.
