The hasp looks thinner then the lock, would make it easier to cut through?

Any locking system would be easy to cut through with a grinder and cutting disk. This lockout devise is a warning devise only and people need to respect what the devise was made for.

How many pieces does this come with? The photo makes it look like 2, but I am pretty sure it is only one...
