Q: Is the inside rubberized? I’m afraid I might scratch the mounting surface

The inside is fully covered in rubber. Put it on a painted surface with no problem, just be sure not to spin it while you are tightening it up.

Q: Can this safely fit on flat-shaped (non-tubular) carbon bicycle handlebars?

Yes, that would fit, but use very carefully so as not to damage the carbon!
