Can you wash these? How do you clean them?

You may be able to gently hand wash them. I haven’t tried. We don’t clean ours. They are essentially pieces of string covered in wax, so not something that could likely tolerate much cleaning.

Is this age appropriate for a one year old?

No. A 1yr old is still at an age where they "test" things out with mouthing. These would pose as a choming hazard and I'm not sure that potentially ingesting colored wax is safe either.

Are these similar to pipe cleaners without the metal in the middle?

These are not fuzzy like pipe cleaners and no wire inside. They are waxy feeling. They do stick to paper. I use them for a student who has trouble with spatial relations on paper to stay inside a designated area. They have many other uses though.
