Yes it does. It comes in a box and inside the box, there's a packet full of the cones and there's a little holder inside. I didn't realise that until I saw this question and went to check lol

Can I burn these on a flow holder thing?

I think for a flow holder it needs a hole in the bottom of the cone and these don’t I burn mine in a small house that has a chimney
