Hi the dough cutter is 13.5 cm long x 9 cm to the tip of the curved cutting edge hope that's of use we have found it a lot stiffer plastic than most we have seen and tried

Does look like some sort of synthetic plastic/Nylon. Does n't look anything like metal. It is tough and very easy to clean.

Can this be used to smooth icing around the cake sides

No idea, I only bake bread! However it is possibly the most used gadget in the kitchen. Great for tidying up ingredients, cleaning worktop, handling dough etc

Can this also be used for to ice cakes, for example seminaked cakes

It's not pliable and will not bend so I suspect it would not be your choice for icing.
