Does this include its own cooling fan?

Yes it comes with the Wraith Spire which is the new mid range stock cooler for Ryzen. This version for the 1700 has RGB lighting ring around the top and an LED AMD logo. Its actually quite good for minimal overclocking too.

how does this compare to the fx 9590?

I think RYZEN 5 is easily twice as quick as an FX9590 as well as running very cool and having all the extra CPU instructions that some games and some encryption methods are beginning to use. Any of the RYZEN chips is better than the best FX chips. Having said all that your best value upgrade could be replacing a basic FX chip with a better one rather than buying new MoBo and new RAM as well.

Does the cpu come with their new amd rgb cooler ?

Hi, Yes this does. Kind Regards, Jack (ebuyer)

Has anyone run 3dsmax and/or substance painter with this cpu? specifically hardware viewport reponse times.

I haven't used 3dsmax or substance painter but i'm using Maya now with the ryzen 7 in uni. I'm modelling a shark at the moment and I haven't really come across a problem at the moment. Hope this is relevant.
